I've done all except the fabric reset and it still pops up. I've removed every possible app it could be and booted it in safe mode as a precaution. Avast Antivirus can't find anything wrong either, which worries me.

I'm betting that somehow Your chrome settings were changed and it loads that ad site when you start browser.
Probably reintalling did nothing because settings are stored in cloud,that's my guess.
Lurk a little in settings.

In retrospect I should've done this, but my stupid ass reset my tablet without backing up any of my data. Most of it was just apps that can be redownloaded, but I've lost the list of 100+ anime series recommendations, the list of all the anime I've ever watched, the list of music I was going to download, the save files of some good rougelikesive been playing for years, etc. Sometimes I wish I wasn't retarded.

That's why It's nice to keep everything in cloud.
I was uploading bunch of imgs and rare stuff to Google drive because I was going to install new Windows.
After that I download all of it and well, all files gone. Only few folders but empty.
Since that incident with failed upload I keep super rare stuff on few pendrives and not used hdd
